Information about Stavropol city administration’s international and interregional cooperation in the I quarter of 2010
During the period under survey Stavropol city administration international and interregional relations department’s activity was carried out on the following guidelines: development of humanitarian and cultural cooperation with the sister cities of foreign countries, participation in international, All-Russian and regional associations of municipal units and joint projects and programs implementation.
Much attention was paid to development of friendly relations with the sister cities of foreign countries. The exchange of information about the most important events in a social, political and cultural life of twin-cities was carried out systematically.
The talks were held with the municipality of Beziers on the issue of joint participation in the events dedicated to the Year of France in Russia and the Year of Russia in France. The interaction was established with the Beziers landscape gardening service. Nowadays an exchange of information on landscape gardening issues via Internet is carried out.
A coordinative work was carried out on implementation of the Plan of Cooperation between sister cities Stavropol (Russian Federation) and Des Moines (United States of America) in education area. Direct contacts were established between Stavropol state university and Drake University. The proposals were put forward for arrangement Stavropol city administration official delegation visit to Des Moines.
An official reception of K. Choquette and A. Goldberg, the Iowa Sister States representatives, was arranged in the Stavropol city administration on the 6th of February. The implementation issues of the Plan of cooperation between sister cities Stavropol and Des Moines were discussed during the meeting as well as the Stavropol city administration proposals on further cooperation development in socio-cultural field.
One of the priority guidelines of the international and interregional relations department is planning and organization of intermunicipal cooperation between the Stavropol city administration and the cities of foreign countries. At present time a work is carried out on establishing friendly relations with the city of Zhenjiang (China). A draft agreement on cooperation between the Stavropol city administration and Zhenjiang city mayor’s office was worked out. An invitation was sent to the city of Zhenjiang to make an official visit to Stavropol.
Within the framework of cooperation with the international municipal units associations an interaction was going on with the International Assembly of capitals and cities. The Plan of events on developing cooperation with the IAC for 2010 was worked out. It includes participation in joint programs and projects, sharing the IAC city-members’ experience in solving socio-economic development issues.
A work was carried out for the Stavropol city administration representatives’ participation in the international conferences and seminars hold by the international municipal units associations. The materials were prepared for the head of the city of Stavropol N.I.Paltsev’s participation in the non-commercial partnership “Agency of state and private urban development programs” Supervisory Council extended meeting which was held on the 28th of January 2010 in Moscow. It was organized by the Moscow Government and International Assembly of capitals and cities. During the meeting the issues of urban infrastructure projects and social programs implementation on the basis of state and private partnership were discussed. A special attention was paid to the issues of legislative support of state and business structures cooperation through state and private partnership as well as investors’ risks and insurance procedures. The collection of articles on state and private partnership application in the Russian Federation and the near abroad countries was issued. The collection materials were introduced to the Stavropol city administration units: economic development and trade committee, urban economy committee and city planning committee.
A preparation was made for the Stavropol city administration representatives’ participation in the IAC seminar “State services computerization. Regions’ tasks. Document flow automatization in the regional governments” which was held on the 17th of March in Moscow. The seminar was organized by the IAC and Intersectoral working group on reducing gap between The Russian Federations entities on the informational development level. The Moscow government experience on rendering state and municipal electronic services was studied during the seminar.
Within “IAC Library” project the best experience of IAC city-members in socio-economic field was studied. The best practices of the Russian and CIS countries municipalities were analyzed and generalized. Russian cities’ experience in socio-economic field is being studied. The best practices in informational technologies and in social field were submitted to the Stavropol city administration structural (functional) units.
Implementation of joint programmes and activities with the Twin Cities International Association (TCIA) was going on. The consultations on municipal cooperation issues with the cities of the South-Eastern Asia countries were held.
The work was carried out on the WHO Healthy Cities project implementation. The WHO informational materials on the Healthy Cities project V phase implementation were translated into Russian. The information about sociological survey on rendering medical services to Stavropol residents was translated into English and submitted to the WHO European Bureau.
One of the top priorities in the international and interregional relations department activity is positive Stavropol image formation. The preparation was made for the All-Russian competition on creating favorable urban environment which is held by the RF Ministry for Regional Development. Penza’s and Orenburg’s experience on participation in “The best organized city in Russia” competition was analyzed and submitted to the Stavropol city administration economic development and trade committee. The proposals were put forward for the plan of events for the city of Stavropol participation in the All-Russian competition on creating favorable urban environment.
A special attention was paid to the study of Russia’s and CIS countries’ cities experience on the planning and landscape designing issues. An active part was taken in the preparation for the city competition for the best planning and floral designing of the enterprise’s territory. Three conception variants of holding floral and landscape design festival were worked out as well as regulations on holding “Southern Russia flower gardens” festival in the city of Stavropol.
The department provided informational coverage of the Stavropol city administration activity on international and interregional cooperation issues. Information and videomaterials about Stavropol city administration events dedicated to the Year of Bulgaria in Russia were sent for publication in the “Twin Cities” magazine.
A great amount of work was done on establishing and developing intermunicipal relations. Today a preparatory work is done on establishing cooperation with the Prefecture of the South-Eastern administrative district of the city of Moscow. The draft agreement on commercial, economic and socio-cultural agreement was worked out.
The Stavropol city administration representatives took part in the “Stavropolskiy Krai Municipal Units Council” Association meeting which was held on the 19th of March. During the meeting the issues of local governments’ activity improvement were discussed.
